Between aspiration and reality

Despite stricter EU requirements, the management of municipal waste is progressing only slowly in many member states. Lack of investment, inadequate separate collection and weak recycling markets prevent higher recycling rates. At the same time, the EU's control and enforcement mechanisms often take effect too late. The European Court of Auditors' special report shows that a functioning circular economy can only be achieved through better planning, stable markets and consistent implementation.
